Every American already has a carry permit. It's in the Bill of Rights.

I don't know that this is the big deterrent that people seem to think it is. Having been in a similar situation, the "government agency" that I work for (to use the term loosely, though it technically applies) covered and took care of everything. Didn't cost me a dime and other than a little worrying at the beginning, in the end, calling it even a minor inconvenience would be overstating it.

^^^Maybe that's part of the problem, and why SO MANY in government don't give a shit about the 'People' they serve! Not directing this at you 'cas' but when the .gov has has a blank check to 'cover/take care of everything' it seems that far too many don't respect those that pay their salaries!

Violating a Constitutional Right is a BIG DEAL, and should be a career ending offense IMO.

That's the normal course of things, but it only works as long as the government has the money to pay. In one off cases, like prisoner suits, it's a cost of doing business. Here, every single applicant would have grounds to sue, so if a bunch of them start coming in (and one could certainly expect that) there would be scores of cases to defend, possibly hundreds. In addition to the monetary cost, it wouldn't take long - probably just a couple of months - for a judge to issue an injunction. When you add all of that up it makes sense for the states to immediately dispense with the cause requirement because they can't win, and they can lose a lot of money very quickly.
