Well...you're HALF right. For the "Passenger Bill of Rights" to take effect and in order for there to be any kind of monetary penalty and compensation extended to the passengers, the passengers have to be loaded and sitting on the airplane in what we call a "Long Tarmac Delay", i.e., held hostage on the plane. Passengers can sit all day long in a terminal and no penalty will be imposed on said airline. I've seen United delay a flight that was supposed to depart at, e.g., 1730, but due to required rest of the crew, the new departure time is 0700 the next morning. The flight was never cancelled (only delayed) and United didn't incur any penalties.
