The cold side is not cold, coming out at room temperature. The unit has power, as the hot side works.
There doesn't seem to be a problem with the flow volume, just the temperature. Also, the compressor seems to be over-heating.
Could this be from a filter that needs replacing? Wouldn't a clogged filter stop all flow? Or is this a problem with the condensers (though they didn't look that dirty)? Or the thermostat (which looks correctly set near maximum)?
No leaks as far as I can tell. Maybe the refrigerant needs recharging?

Parents had one in a place they were renting that did that. Unplugging it and letting it thaw out solved the issue. (Don't know it it became an repeating issue)

Depending on the brand (Primo?) you can pull off the top cover. If the water is frozen you can unplug the machine and let it thaw out. Sometimes you can pour hot water in to help it thaw out quicker. If water is frozen at the bottom but not quite frozen at the top you can remove some water. I like using a big Turkey baster (brand new, never used) and then add the hot water. (not boiling water but normal hot water).
These very common 2 or 3 Hundred Dollar units are a pain sometimes. .

It went several days unplugged, and did not recover after powering back up.
Unless it's incredibly expensive, just replace it. Repairs will likely cost more than a new unit. Similar to dehumidifiers, small air conditioners, etc.
