Great discussion so far!
Who is hung up on what the definition of a Straw Purchase is? Maybe they'll touch on Gifting? There seems to be a lot of questions in the innerwebs about that one.
And I think it's right to address "Willfully" too. The passing or abandonment of a family member, actions under duress, or declining of mental acuity due to aging- all are key considerations of Means, Ability, and Intent.

This gets back to the separation of powers and the fact that the legislative branch outsourcing rule/law making to the executive branch is a violation of the constitution. Rules should not be changed by whomever is in charge, but by an act of the legislature.

Recent SCOTUS rulings have affirmed this in some areas, but not universally.

People on the internet, particularly YouTube personalities who profit from likes and clicks, have muddied this and fear mongered the subject to death. A simple definition that mirrors our state law “provides materially false information to make an unlawful transaction appear to be lawful” gets the job done cleanly. Lying and buying.

Recently I met a guy working in a gun shop that was telling customers that “ATF was arresting people for possessing arm braces again”. So I asked a series of simple questions. Who was being arrested? What were their charges? Where were they being arrested? He had no details but he’d watch a YouTube video with a “legal scholar” and people were being arrested.

Clarify that "common, reasonably necessary activities during travel" are covered by FOPA transportation protection

This is great for those of us who “may” have to travel through Blue states to reach our destination.

The non engraving rule is nice. I don’t want to trash my LMT lower.
The no filing form to transport over state lines is nice. I can be 2 states away in an hour.

The city limit question is always asked. My zip code goes to the nearest incorporated city. But I live in the county. And my town on my DL has that unincorporated “town” name. Same with my current SBR engravings.

One thing they could have done to really help, is tell everyone to push the SBR and suppressor forms through as fast as possible. Ignore little mistakes, and the stuff you obsessed over before and just approve pretty much everything that comes through. If the new director is agreeing that the rules are nonsense, then just stop enforcing them.

That bugs me a bit. Paper records used to need to be saved for seven years (maybe still for the time being?), now they want 20-30 years?
Sorry, but that looks like a turd in the punch bowl to me.


old rule was 20 years, new rule was lifetime of the company

lots of large FFL's will get the ATF to issue a new license and then ship the pallets of old 4473;s from the now old license, back to the tracing center

so storage is moot for them


Oh, well, happy to be wrong again.
