Holy cats, there must be some fine, fine drugs floating around the Garment District. The last guy who could even vaguely pull that off was David Bowie back in the Ziggy Stardust days - and that was supposed to be a parody!

The song is about drug culture and the relationships between users and suppliers. Low spark is injection, and high heeled boy is speedball, a mixture of cocaine and heroin.
