One approach. At least it is putting some responsibility back on the parents. The apple does not fall very far from the tree.

1973, 7th grade, Richard Sanchez bullied me every damn day. After he broke my glasses, I beat him pretty bad. Got a 3 day suspension.
1995, Richard Sanchez was killed by his ex-wife after multiple assaults. She was no-billed.
Once a bully, always a bully.
