The bill containing the HPA just passed from committee to the full House this morning. So we're still a little ways off from it potentially being passed, in not only the House, but the Senate as well. There's still plenty of debate and possible changes to go. | |||

News Link “WASHINGTON, DC – Early this morning, the House passed the amended reconciliation bill – including the FULL REMOVAL of suppressors from the NFA – by a 215-214 vote! This follows the American Suppressor Association’s efforts in leading a coalition of nearly 40 pro-Second Amendment organizations, medical professionals, and industry representatives calling on House Speaker Johnson and Senate Majority Leader Thune to include Section 2 of the Hearing Protection Act in the reconciliation bill. The bill, as passed by the House would remove these important safety and hearing protection devices from the unconstitutional tax scheme of the National Firearm Act. The HPA isn't a standlone bill. It's one section buried in a giant bill with a bunch of other stuff that most of the Republicans support and that Trump is wanting passed. Stuff like tax cuts, Medicaid work requirements, green energy funding cuts, and border security spending increases. So they're voting against the GOP's and Trump's policies in general, not against the HPA specifically. 2 Republicans voted against it as well, Thomas Massie of Kentucky and Warren Davidson of Ohio. | |||

I am torn about the Republicans voting against the bill. I see the analogy with the pro-life movement when they were trying to legislate state by state. There would be a movement to restrict abortion but there would be supposed stalwarts of the pro-life movement who would oppose it because “it didn’t go far enough to restrict abortion.” It sometimes made me think they were plants for the other side. In this case, another saying is appropriate: “perfect is the enemy of good.” This bill may not be good enough but it certainly is a lot better than if we had a Democrat congress and president. And I’m talking about the whole bill, not the HPA. I do want the whole HOA to pass, not just the tax to drop to zero. I am guessing if they drop them from the NFA they will still require a 4473 but we will see. I am a bit pessimistic that the government will ever do anything to give us more freedoms. there are always strings attached. | |||

Yes, that's the current wording in the bill: Remove suppressors from the NFA and just have them governed by the GCA like a normal firearm (so transferred across state lines via FFLs, requiring 4473s for dealer sales, etc.) The alternative provision if that specific proposal fails is to keep them on the NFA but make the tax stamp cost $0. | |||

While it pales in comparison to being removed from the NFA altogether, removing the $200 fee would still be useful, especially in the modern era where electronic stamp approval is taking as little as a day in some cases. The unnecessary wait and paperwork used to be most of the annoyance. Nowadays the unnecessary fee has become more of the annoyance. | |||
