My speculation:
So the ship failed to launch correctly. A few of the guys in charge will be tried and executed, and their families and generations of their families will be sentenced to hard labor.
To make up for the embarrassment, Kim fires cruise missiles into the sea.
Sounds like an average day in the Hermit Kingdom.
