Yes indeed, but that happens ALL the time in business. The Falcon 9 was built using lots of .GOV money to supply the ISS with cargo and people. The Falcon Heavy used the 9 but cost SpaceX a lot before they pivoted to the BFR. So the cash has to come from somewhere and thankfully there are rich people who like space, otherwise we'd still be sitting here on our asses after 50 years of landing US Astronauts on the Moon. | |||
