I never considered building an AR-15 before. What's the difference? Would one be easier to ship or something? There may be some misunderstanding of what means "80% lower" vs. "100% lower."
Ref: What is an 80% lower receiver? There's "functional" and "functional." A 100% lower receiver is "functional" in that it's a piece of metal with all the bits drilled- and milled-out that make it ready to accept the parts that actually make it a capable of being mated with an upper and functioning. (I.e.: Fire control group, magazine catch, etc.) It is not a operable lower receiver. "America is at that awkward stage.
