I never considered building an AR-15 before. What's the difference? Would one be easier to ship or something? What kind of machining would be needed on an 80% vs 100%?

There's "functional" and "functional." A 100% lower receiver is "functional" in that it's a piece of metal with all the bits drilled- and milled-out that make it ready to accept the parts that actually make it a capable of being mated with an upper and functioning. (I.e.: Fire control group, magazine catch, etc.) It is not a operable lower receiver.
