The guy on that 911 call thought through exactly what he was saying. He chose his words and expressed emotions very carefully to maximize the chance that a violent confrontation would happen.
The problem as I have read from statements made by the legal eagles is there are not presently adequate laws to punish the guy.
The caller, in my opinion, should be facing a murder charge. Much like an accomplice in a robbery that doesn't do the killing, but is charged because he participated and should have known what was possible.
