From what you seem to want I think I'd consider at a decent battery mower. I know you said "cheap" not decent (which is a step up from cheap) but moving up from bottom of the line mowers usually saves you money in the long run, and they work better. However I've not used a battery mower, for those who do will one cut a 1/4 acre lawn ok with the battery that comes with it? Let's assume his yard is not steep and he doesn't let it get above 7" before he cuts it at 4". My reasoning for battery is as V-Tail mentioned:

And Facebook Marketplace. Look for a Toro or Honda 21" someone is selling due to moving. I have had several push mowers. The last one I had was a Lawn Boy. When I got it I wanted a two stroke but couldn't find one. When we built our house I went and bought a Toro 22" Recycler with the Honda motor. I have been completely happy with it. I spent a little bit more getting the Honda motor but not much and it was cheaper than the all Honda mowers. Mine is FWD. | |||

I bought an Ego for my very small lawn. It certainly will cut anything a gas mower will, with the benefit of no gas. I can’t imagine wanting to buy and store gas. 21” self-propelled is about $400 I think. If you want a blower, weed eater, etc, they all use the same battery. I’m not driving cross country with it, so all the benefits of an EV without the downside. | |||

There are 3-in-1 models, but the better discharge is called Versa-mow. When you need to bag, for those times you missed a cut, and the grass is long, the ease of switching to a rear bagger with a lever is great. Depending on condition, a bit like buying a used car, a used Honda would be “cheap” and in that way meet your OP requirements. I have all battery lawn tools. It’s worked well. However, once my landscape architect is done with his plan, the yard is being reworked to just be mowed by a robot lawnmower. They’re about 1k. I’m working too much to really garden for the next few years, so the robot will have to be about it, along with pruning and having mulch blown in. I’ll do a more elaborate yard later. | |||

I will once again dissent the common opinion of Honda. I needed a new mower and didn't want to spend the $1200 on a Toro commercial 21" for the two tiny lawns that I mow. Everyone always says Honda Honda Honda so I grabbed a sub $500 version at Home Depot fully realizing it's a homeowner model. Double blades, easy start. I do admit it did start easily but the cut quality wasn't passable at all. It left a row of clippings by the left rear tire. Total garbage. I disassembled it, kept the engine and threw the rest away. Wasted money, lesson learned. You'd really have to not care about how your lawn looks to use a Honda mower. | |||

I'm all in on the Ego mower, string trimmer, and blower. Mine cuts Bermuda like a razor, trimmer and blower work great. I mow about a 1/4 acre. | |||

You admit to buying it at Home Depot knowing it was less than quality. Everyone knows the big box stores get a level below quality… Then you hack on the Honda. Mowersdirect.com is where I got my Honda and although it’s the same model they have at Lowes-mine is better made. The deck is thicker. I took a caliper to Lowes and checked. I would go for a battery operated one like the EGO. You should be able to do your sized lawn on one charge, then just plug in the battery pack and you're good to go the next go-round. This saves having to buy and store gas and all the things that come with starting small engines. They are pricy though. If up front cost is an issue, check out small engine repair centers near you. Several in my area always have a line up of used and fully serviced mowers for sale. Usually under $250 and if it's a reputable shop they'll stand behind them for a reasonable amount of time. For that small of a lawn a EGO or similar would be good, light, small, flips up to store and no fuel or oil to store. You can find them on craigslist etc but the warranty doesn't transfer from the original owner if they registered it. Be sure to register a new EGO, mower, charger, battery to activate the warranty. | |||

Lost a Honda-powered Toro this spring due to a flood. Couldn't find the Honda I wanted in stock at the time. Went with an electric Toro. Has a steel deck. The thing is absolutely wonderful. We have 3/4 acre and one 6ah battery takes care of it. | |||

My yard is a little over 1/4 acre. I am on my second Honda. First one was a commercial hydrostatic drive, metal deck. Ran it for 25 years and gave it to a neighbor when I bought the new one 2 years ago. 21", electric start, hydrostatic drive, bag or mulch with the flip of a lever. It has 2 blades and cuts fantastic. I only use it on my front yard and have been mulching all summer. It chops the pieces up really small. I paid $850.00 for the Honda at the local outdoor equipment shop where I bought the first one. It's a fantastic mower. My wife uses the 42" John Deere on the back yard which isn't as nice. | |||
