The requirements are as follows:
Proper knife clip cut (preferably on both sides)
Pockets my hands actually fit in
Crotch Gusset
Stretch material
No butt pocket flaps
7” or less inseam
NO CARGO POCKETS!!!

Closest I can find are these 686 (never heard of them) hybrid chinos.
Though they are 8” inseam and have a hidden cargo pocket (might be able to deal with that)

But at $85 a pair not sure I am into that!

All kidding aside, I don't think I've ever seen anything but gym shorts in a 7" or less inseam.

9"+ inseam is the norm for casual wear shorts with pockets and features like you're describing.

Check out Duluth Trading. I'm very happy with their stretch ballroom shorts.

Would an 8.5" inseam still show off enough of your creamy thighs to qualify?

If so, take a look at the Vertx Cutback 8.5 shorts, which seem like they might hit all your marks, except for the extra 1.5" of inseam.

Probably not exactly what you’re after. Certainly longer inseam than you want. I wouldn’t call them cargo shorts since there are no pocket flaps. I have a few and have found them to be both super comfortable and durable. They are stretchy and quick drying 5.11 Trail Shorts

Chubbies but no crotch gusset, knife clip cut, and has a butt flap but their can be cut off with no issues.
The have 4”, 5,5”, and 7”. There are also a number of boating shorts that are shorter.

I am actually wearing them now. Have a couple pair along with their Duluth flex firehose shorts.
They are 9” inseam which hits right at the knee and I am constantly pulling them up.

I’ll check them out but would prefer a little shorter. While I do have fantastic legs here is the reason for the shorter shorts. Though not sure Magnum PI short is needed.

Can’t deal with all that crap on the side of the legs.

Check out Prana. I wear a lot of their pants. Their best pant they discontinued a couple years ago. Bastards.

Here are some 7” inseam shorts that they make. No cargo pockets, not pocket flap on the ass.

The Decoder looks like they might fit the bill. My only worry is the “modern fit” description.
That tends to be a term for slim fit. This dude is not slim.

The Alemeda looks good except for the pocket angle.

Price is stout on both but looks like 20% for first time buyers.

The top of the pocket is either horizontal or if it is angled there is a flat cut in the lower outside corner to accommodate a pocket knife.

If a pocket is just angle cut it puts your knife at a jacked up angle in your pocket and it rubs your hand when you put your hand in your pocket and/or it forces the knife body into the middle of your pocket taking up too much space. Like this and that is no bueno!

Here is a knife cut example
Some even have an actual knife pocket within the pocket

I get it I hate shorts where the cuff of the short is hitting my knees when I walk. I have a lot of Duluth Trading shorts and their 9" inseam seems to be actually a bit shorter than that and works fine for me but mine are all cargo shorts. 7" inseam that's a little too short. Not many secrets there especially when sitting. Razz

I have mostly Duluth 9” shorts and they hit right at or right in the middle of the knee. If I hike the waist up a bit the hit right above the knee and are fine. Though hiking up the waist negates the reason for the gusset and slams all the crotch material up in my business which is far worse than the longer shorts.
I have a pair of 7” shorts forget the brand and they are spot on but the pockets may as well not exist.

Most of my athletic shorts are 5.5”-6” and they are the most comfortable but the fabric is nice and thin don’t don’t have any issue flashing he business when I sit. But I am forced to wear my Kavu flat pack so I can carry.
And sometimes I need to look a little nicer.

Might be going a little too far, but have the 9" Duluth shorts hemmed to 7"?

I find more and more shorts with mesh pockets. Is mesh that much cheaper to produce? I had two pairs that fit well but had the mesh. Key ring would get snagged constantly.

I wear a lot of Orvis clothing, and am currently wearing their Montana Morning shorts - I have two pair, thus far. Maybe they will be to your liking.
Overall, they have 14 different styles of shorts for men:

The problem with that is the Duluth pants do have a side cellphone pocket that kind of messes the ability to hem them difficult.

Though I completely forgot I had a bunch of Vertx pants cut into shorts. They were an LA Police Gear close out for like $10 a pair so I ordered 10 pair. I have 5 shorts only problem is they aren’t stretch material, they wrinkle like a mofo, and this was years and years go so they are a little snug.
I have some Lincoln Outfitters pants that I may have chopped off.
Not sure why I had forgotten about the Vertx pants/shorts. But maybe because I have not worn them in an couple years.
