These groups have years and years of history of suing the government (local, state, and fed) and the government paying them to do so. Much more prominent during Clinton and 0bama years, but it even happened during Bush era too. Example, when I lived in SoCal, the ACLU sued Los Angeles county over the cross in the county's seal. The cross symbolized California missions which are a significant part of California's founding history. Of course they relented and took off the cross, and used the opportunity to remove the oil derrick as well despite it being another significant part of their history. They also paid the ACLU's legal fees. Much like a mouse in a psych experiment, once they're trained that pushing the lever gets cheese they'll still push the lever if they get an electric shock. With the Trump administration in place, they're surprised they get shocked, but they'll continue to push the lever. That does not matter for these groups. Look at the case of prison fellowship ministries (PFM). Their ministry to prisoners was life changing and prisoners who participated in PFM were more than 3x less likely to return to prison than a prisoner who did not. No one forced these prisoners to participate, it was a benefit to society, was paid for by PFM, etc. It did not stop these groups from filing a lawsuit and one of their arguments was it was so successful that prisoners couldn't resist participating.
