Been my experience that waitress's do this in hope of getting bigger tips.

Nonverbal communication is about 80% of communications. Tone is about 15%. 5% are your words.

No wrong answers, but the OP was the only one being caressed during casual conversation...I actually think she was into him.

At the very least it's inappropriate. Keep your hands to yourself.
At the worst it's their attempt at manipulation.

Most likely, it's a harmless habit, and all the 'hand on your arm' means is that she's comfortable around you. If she wants or wanted to be more affectionate w/ you, she'd be testing your boundaries on how much further she could get away touching you, such as the 'boob press' that others have mentioned.

If she really had the hots for you, she would have played footsie w/ you under the table.
