Sorry don’t have a link yet as it just got voted on the house floor!
Not even sure of the numbers for it yet. But it’s headed to Bevin’s desk and he’ll certainly sign it!

Looks like it passed 60-37

Even brought in the big gun John Lott to speak in favor of it.

Indeed! My wife just renewed her Concealed Carry permit this week on Monday and already received it today so they have definitively streamlined the process but still. While it was only $45 and you can literally do everything online now including uploading your own photo for renewals, Constitutional Carry would certainly be welcome in Florida for In-State carry while still having the Florida license for reciprocity and use in other States.

All things considered though, I would still likely carry concealed.

Congrats to those in Kentucky!

Usually laws in Kentucky take affect 90 days after signing by Governor, unless it was passed under an emergency clause (which I don’t believe it did). This would mean it should be OK on/about June 1, which also happens to be the day Kentucky was admitted into the Union as the 15th State, and now as the 15th State with Constitutional Carry. Big Grin

Good luck! We just got it passed here in Oklahoma and it has been well received so far. I think it was about 4-5 days from hitting our governors desk to signing it.

The problem with constitutional carry is the Federal gun free school zones act. At least in all but the very remotest parts of the USA>

Someone told me that with Constitutional Carry, you are not allowed to have the gun loaded. Does anyone know where I can confirm or denounce that?

Which actually isn't a problem at all since every state that has gone constitutional carry has also kept their CCW permit process in place. Except maybe Vermont? If I recall correctly, they don't issue a CCW permit.

Sounds like BS to me. But I'm not in a Constitutional Carry state.

CC is just a catch phrase, what you can and can't do is fully dependent on the State that enacts it and what they enact. And as I mentioned above other laws that relate to carry like Federal law are interrelated. I know of no State who restricts you to unloaded guns in the group that have previously enacted constitutional carry. I personally haven't read the Kentucky or Oklahoma statues but I feel confident given the culture of both, they have no such nonsense.

The problem is that lots of people then think they don't need to spend the money and jump through whatever hoops to get a CCW are putting themselves at risk on the Federal side.

It makes no difference whether you have a CCW or not, one must still understand the laws of his state or where he is. Constitutional carry doesn't change that.

Kentucky Constitution, Section 1.7: “All men are, by nature, free and equal, and have certain inherent and inalienable rights, among which may be reckoned: ... Seventh: The right to bear arms in defense of themselves and of the State, subject to the power of the General Assembly to enact laws to prevent persons from carrying concealed weapons.”

OK, first up IANAL. All this new law did was to make Open Carry (visible gun in holster on hip) no longer an offense IF your jacket, pullover sweater, shirt, serape, etc should inadvertently cover over (i.e. “conceal”) your hip-worn firearm. You no longer need to have a permit for Concealed Carry in Kentucky.

Those individuals who are not otherwise prohibited from bearing a firearm are permitted (not the government paper permit kind) to bear a firearm in those areas already so allowed by Kentucky law.

This applies only to Kentucky. You can still obtain a Kentucky Concealed Carry permit, should you so desire, as Kentucky permits are accepted in 30-odd other States in reciprocal agreements. Each State is different, and their weapons laws apply within their jurisdiction.

BTW, the concealed carry permit doesn’t just apply to firearms, but any deadly weapon (i.e. nunchucks, throwing stars, Bowie knifes, etc.).

As could be expected, the “usual suspects” are having conniption fits over this, saying “blood will run in the streets”, “Wild West shoot-outs”, “Dodge City on Saturday night”, etc. Yeah, heard all that before when CCW permitting was first debated in mid-1990s. Not surprised as who they are: typical “Big City” Dems from Louisville and Lexington, news media lickspittles, Dem-appointed Metro Louisville Police Chief; but I am surprised at the KSP-FOP for their disquietness.

Yes the FB has gone a bit crazy in regard to this and I am all for the bill so while others are whining over this.
I am over here saying “Repeal the NFA”

I have to give Fayette County Sheriff and the Lexington Police Chief credit both were on talk radio the other day and asked about the law.
Sheriff said the only downside is loss of 1.4 million in revenue across the state and Chief said while it will make some instances a little more difficult for officers it was nothing they can’t deal with. Neither actually spoke against it. Not bad for the 2nd most liberal county in the state.
