It's not a power issue, it's a physics issue. The lift - for some reason - stopped and the weight of those on the lift reversed the normal direction and started to speed up due to momentum. The weight of the passengers pulling everyone down backwards. For some reason, the cogs and brakes that should have locked the lift from spinning backwards on its own failed. Results in a rollback. There is no emergency stop for a malfunction like that. I don't believe it's possible to even run ski lifts backwards.
