Norm MacDonald and/or Jim Downey.

Regular viewers of the Norm MacDonald Live podcasts know that there was always a segment in which MacDonald, Eget and guests read jokes off of little blue cards. Many of these jokes were written by MacDonald but if I recall correctly, the bulk of them were written by Jim Downey, who was a writer on SNL and wrote most of the material MacDonald did on his SNL Weekend Update segments, and who got fired along with MacDonald by Don Ohlmeyer for all the O.J. Simpson jokes MacDonald told on the show.

Most people know Jim Downey through this clip from Billy Madison.

Here's Gottfried reading a 9/11 joke which may have been written by Norm MacDonald, but most likely was written by Jim Downey.

There are some 9/11 jokes in a few of the roasts that Pete Davidson has been on. His father died in one of the towers. Maybe the Bieber roast and maybe Rob Lowe.

I'm gonna vote for the funniest frog with the loudest croak on the highest log.

One more Gilbert video. My understanding from watching the documentary on this joke many years ago, is that it is the story that comics tell each other, just to crack each other up and see who can be the most obscene and outrageous ; it’s rarely shared in a public setting.

And then Gilbert ran out of fucks to give…

(NSFW is a given, but unless you love Gilbert and appreciate the circumstances of the dais, this may be a bit over the top for some)

Yes. I saw that too. I actually think Gilbert held back.
The DVD is described as:
"Comedy veterans and co-creators Penn Jillette (one half of the hit duo Penn & Teller) and Paul Provenza capitalize on their insider status and invite 100 of their closest friends (who happen to be some of the biggest names in entertainment, from George Carlin, Whoopi Goldberg, Chris Rock, and Drew Carey to Gilbert Gottfried, Carrie Fisher, Bob Saget, Paul Reiser, and Sarah Silverman) to reminisce, analyze and deliver their own versions of the world's dirtiest joke—an old burlesque routine too extreme to be performed in public—called The Aristocrats.

When I had watched this many years ago, I knew Saget only from Full House and the Home Video show…fair statement to say that I was pretty shocked at what a foul mouth he had!
