I think you have to get off the ground before the FAA can ground you.

Kidding aside, only a few days ago, the FAA ungrounded Blue Origin’s New Glenn rocket. It had been ground since a mishap with the upper stage in April.

sometimes failure is baked into the launch to find where the edge is, some SpaceX and Starship failures have been 'planned' etc.

This was not planned and far more destructive to the pad and the future plans of Blue Origin and the moon.
