The Government is tracking the speed in which you can take out a full recycling bin and bring back in an empty one to gauge how much of a threat you are. If you fall outside of the bell shaped curve of the average Citizen, as set forth in Section 18.3 of Field Manual 2.487: Recycling Bin Tactical Movements, they will either increase the fluoridation in the water to your house to make you more passive or decrease it to save money for more black helicopters.
