This was my first thought. Around these parts the drivers watch what comes out of the cab via camera. I’m guessing if they see abuse of the recycle bin they can now read the tag and flag it in their system for penalties to be levied or service terminated.

Couldn't this simply be a locator for the lift/grab arm on the truck? Not sure about your specific pickup, but in the town I'm going to school, the truck pulls along the curb, stops with the back of the truck near the bin. The arm comes out and locates the bin, grabs it and dumps it into the truck. There is only a driver in the truck who only handles the bin if it isn't close enough to the curb for the arm to grab, or if it has been knocked over by the arm.

This is an interesting thought. I don't put my bin out each week... heck, it takes me six weeks to fill that monster! (And when it's finally full, it makes me look like a raging alcoholic!)

The non-recycle fee is an interesting one, too. Town brought me a bin, then jacked up my monthly fee. No opt-out option, unless I wanted to opt out of trash collection altogether. Now... if they wanted to add a non-use fee on top of it? Holy smokes, I could see some people getting "double upset' over that.

I am with you Ronin. Tell them they can pick up the bin and keep it. Just throw every thing in the trash that cannot be composted. Fucking recycle is a racket and I am not playing. So they can all pound sand as far as I am concerned.

No. They use precisely that device on my cans and there are no trackers on my cans.

St. Paul recycling bins contain controversial tracking chip

There's something inside St. Paul's new recycling bins that residents may not have realized: a tracking chip.

While the chip has proven controversial elsewhere, St. Paul says it isn't using it to monitor recycling. Still, civil liberty advocates have concerns.

The tiny electronic chips, known as RFID or radio frequency identification, allow recycling equipment to scan and identify the cart by passing a detector nearby.

Workers were already scanning them even as they distributed the carts around town. "They're basically scanning the serial number and connecting with the longitude-latitude point of the address," said Kris Hageman, environmental coordinator for St. Paul Public Works.

That'll make it easier to make sure everyone has the new bins, Hageman said, and keep track of the city's cart inventory.

But there's more to the story.

In other cities, trucks used to pick up and empty trash and recycling bins have been equipped with RFID sensors that can be used to monitor compliance with recycling requirements.

St. Paul mandates recycling, although it isn't strictly enforced. (Minneapolis officials say they don't use RFID technology in their recycling containers.)

But in Cleveland, the city instituted a $100 fine for residents who don't recycle, including folks who repeatedly fail to put their recycling out.

Some waste haulers, like one in LaCrosse, Wis., have tested video recording to monitor the stream of waste and recycling as it's collected.

St. Paul's new trucks will also have video monitors to watch recycling bins as they're emptied.

When my city first started the recycling bins, every one has a passive RFID chip. Each time the truck grabs the bin it excites the tag to get the number. It weighs the bin, records the weight & number and you were assigned points. Points could be redeemed for discounts at local stores and restaurants. It really encouraged people to recycle. The problem was that it took a LOT of points to even get a 5% discount and most were for local places like the Yarn Barn, the Wig Hut, Beads & things, etc. Eventually the program failed and they stopped recording points and giving discounts, recycling stayed.

It could simply be that it is a RFID tag that lets them identify the bin and tie it back to an address in case it needs to replaced, is stolen, or is found down the street.

My Rotary Club had the Chief Garbologist speak a couple years ago. I learned that they put a chip in the bins for inventory and identification purposes. Apparently they are costly and a high theft item. Who knew?

It appears to be a real shit-show in Cleveland...Nearly $400K in fines from Aug-Nov. You get fined for more than 5 bags, not retrieving your can past noon the day after pickup, putting the wrong stuff in the wrong container, more than 10% recyclables in your regular garbage - complete and total BS. I've never done this and wouldn't start now - no way in Hades I'm going to have someone dictate this nonsense to me.
