Reading the details sounds like you have to have a qualifying vehicle, sign up for it, and go to a specified location.

I don't think these are random such as an LEO deciding where to park with the radar.

They set up inspection stations at various freeway on and offramps. I'm sure there is a schedule posted online. You typically don't know you'll go through one until you do but it's not at all punitive. You can still get your car tested via OBDII if you choose. Costs the same ($25), just saves you a trip to your local inspection station. It was convenient when I did it. Unfortunately I only went through one station in the last three months this time and it did not pick up my plate so the system certainly isn't perfect.

Sorry about your grandson Elk. Of all the government things that aren't a conspiracy, I'm pretty sure Rapidpass is at the top of that list.
