It's primarily applied to sweaty areas (e.g. pits, crotch, inner thigh, feet), to reduce moisture and friction.
But you can apply a bit elsewhere - such as your chest - just for extra fragrance, if you want.
Keep in mind that it's white powder, and therefore turns your skin powdery white. So you don't necessarily want to apply it to exposed skin areas (arms, neck, face, etc.), lest you get funny looks.
