The police stated that it is not being investigated as a criminal matter. Can any of the LEOs here explain why? If they found 3 bags of meth in the room, someone there should be facing charges, no?

I'm not police. But I don't think they can cannot it to him enough to charge him if it's just in the same room. It has to be proveable that it's his.

Kentucky has a law preventing police from charging people with drug possession if EMS is called to give medical attention to someone who has used drugs. It’s designed to keep people from letting a friend die who is overdosing because they are afraid of being arrested. I’m not sure if Florida has this or a similar law but it could explain why there are no charges.
