Backwards. The 15th guarantees the right of citizens to vote. It was specifically put in there to prohibit the states from blocking freed slaves from voting. But it does nothing in the other direction. There's nothing in it to prevent the states from allowing non-citizens to vote. The state don't have to allow it, but the can.

It is all incremental with them. Let's give illegals a drivers license because they drive anyway and it would make it safer to have them licensed. Lets let them vote in local elections only so they can have a voice. Then it will be the mantra they vote in local elections but you are denying them a voice on the national scene.
