got the letter and the reason as to why they denied us: No neighbor signature.

I spoke the Architectural Committee and they said our plans were copacetic, however it was denied because there was no neighbor signature. Which I said that was not within your rights. CRAP

OK just read your post, so, at this point again whats in the bylaws regarding how the ARB handles neighbors that won't comply with the signature requirement.

Do they have a remedy in the ARB rules for the situation when the request is in compliance but a neighbor is being difficult.

What do they do when say there is a "difficult" neighbor that won't sign anything for anyone.

You'll have to go through the covenants, rule, bylaws and see if a remedy exists, mediation, arbitration etc.

For example you want to change a paint color, the color is on the accepted list of colors in the neighborhood, some properties have that color but your neighbor won't sign the ARB, are they going to deny you can't paint your house a color that exists in the neighborhood?

Again ask ARB chairman what the remedy is for a compliant ARB request and an uncooperative neighbor.

This is right. If there isn't a remedy for a recalcitrant neighbor, that is a serious ommission. I bet there is a way around this. But you're going to have to spoon feed it to them.

Not a lawyer like JHE is but being on my local HOA I agree. There are usually remedies or loopholes. Dont accept this as the final verdict.

I also live in an HOA and have been the board president for two years… Circumstances such as described here are a HOA Board decision regardless of an owner’s decision. The rules / regulations may call for other owners to be made aware of another’s request but have no vote or veto power.
