I'm going to go out on a limb and say he has no clue. I would think that you have to observe local laws in the state where you're purchasing the firearm. If the state you're in has no waiting period, you should be able to just get it that day. The quickest way to answer is to call the local law enforcement department who handles background checks. They will be able to tell you. Or call the ATF. They will also have the answer. If it were me, and I were unsure, I'd just call the agency that handles background checks. In my case, FDLE. I've seen strange differences, like fingerprint requirements. In Oregon, thumbprints were required for every transaction. When I got to FL and asked my customers for fingerprints, they looked at me like I had an arm growing out of my forehead. For those wanting to ship without a FFL to a FFL, you can use shipmygun.com. It allows you to use UPS without being a FFL yourself. It covers packages up to 15 pounds. Handguns and long guns. Anything over 15 pounds and the prices max's out and you pay the difference at the UPS hub, but you have no idea what the final price will be until they weigh it and charge you more.
