In the Navy it wasn't unusual to see someone with a NAM (Navy Achievement Medal) or multiples of the award. The more senior in rank the more NAMs one would have, and the greater likelihood of getting a NAM for any multitude of reasons - end of tour, doing your job, being tight with a person that does the recommendations, etc. A COM, though, was a rare sight, even on senior enlisted personnel, and is an immediate message to everyone that the person wearing it - especially if rank on the sleeve and not on the shoulder - is someone that knows their job and has proven it.
