This much is inarguable.
Why, then, doesn't it work in both directions? (It does, and should, and this is no different).
Are some animals more equal? Or is it a flawed approach altogether? Can't really be both can it...
Some agencies and departments are so flawed they, too, need to receive virtual ass-whippins, and that's only really possible by deep funding cuts, firings, and charges for the shitstains. Whatever it takes.
Because it must change and is deeply, deeply broken. That, too, is inarguable.

1967GoatPolice budgets are handled at the local level. There's nothing stopping them from electing officials who can do exactly what they want. They can vote in people who will do what they want, and I can vote in people who do what I want.
They can organize and take that course of action, then live with the consequences.

The problem is... that once you lose control, politically, it's
really hard to ever get it back. How do we take back our formerly great American cities? In the City of St. Louis there are NO Republicans, only white Democrats and black Democrats. The Republicans all moved out of the City, starting in the late 1940's and there hasn't been a Republican mayor since.

no idea who brie is,
