Looks like a variant on the ballistic blanket. I wonder what it's rating is?

Personally, I think Mr Mukluks is going to land on his fourth point of contact if he hits a slippery spot on that stone floor. I also hope he doesn't have to wear that getup on a really hot day.

The cape looks like it would be a better option for rescuing hostages or downed officers in many situations than the ballistic curtains I’m familiar with. Although they provide greater coverage, the curtains (or “blankets”) require a minimum of two officers to carry and that requires more training and coordination, not to mention that I suspect the individual load of carrying a ballistic curtain is greater than the cape’s.

As for the other guy, it appears he’s dressed in full coverage soft armor (except for the helmet and face shield) that’s probably rated at IIIA (handgun) or something similar. Many ballistic shields don’t offer more highly-rated protection than that, and a full body suit would provide certain advantages, including all-angle protection and much greater mobility. Shields also usually leave the feet and lower legs unarmored and severely limit the user’s ability to use a firearm effectively.

The Germans are frequent innovators of such new tactical gear; who says high taxes are a bad thing? Wink

The cape/full body suit probably costs an insane amount of money, and will never be used other than demos in front of the media. However, I could see that being useful in limited situations.
