As for the other guy, it appears he’s dressed in full coverage soft armor (except for the helmet and face shield) that’s probably rated at IIIA (handgun) or something similar. Many ballistic shields don’t offer more highly-rated protection than that, and a full body suit would provide certain advantages, including all-angle protection and much greater mobility. Shields also usually leave the feet and lower legs unarmored and severely limit the user’s ability to use a firearm effectively.

The Germans are frequent innovators of such new tactical gear; who says high taxes are a bad thing?

The cape/full body suit probably costs an insane amount of money, and will never be used other than demos in front of the media. However, I could see that being useful in limited situations.
