My dad sent me this photo, the town came and trimmed some trees on his property. Workers must have had something better to do.
They left this:

P210Con Edison did this to a tree at my house in NY. I’m rarely there but it was an eyesore for the neighbors so I finally posted a photo along with their description of their process to their FaceBook page. The tree was gone when I was there next.
Q: Who performs Con Edison‘s tree work?
We hire utility-certified professional foresters who are specially trained in preserving trees’ health and follow International Society of Arboriculture pruning guidelines.
Q: How can I be sure that my trees will be professionally trimmed?
A: Our professional foresters follow tree-pruning techniques recommended by the American National Standards Institute (ANSI A300- Utility Pruning Standards) and the International Society of Arboriculture, which ensure healthy pruning practices. Con Edison employees that are trained and certified as arborists review all the planned and completed work to make sure we keep trees healthy.

Rev. A. J. ForsythDevil's Advocate here.
Those look like 1" diameter support cables. Not at all bothered by the branch that has grown around it. I suppose they could have removed more of the piece, risked destroying the chain on the saw. Even if they unfastened one end of the cable, I doubt that piece would slide off.

That is what they make hand saws for.
