Well, the tank is installed in a pit in the crawl space under the house. It could not be drained and flushed with out a pump and some additional apparatus, hence the term professionally flushed. So now you know. Satisfied?

Never seen a set up like that , but there's a lot of things I've never seen . Is that a common type of installation where you live ?

I have about a 5-foot tall crawl space under half of my house. My furnace and hot water tank is under here too.

My hot water tank sits in a 4-foot square, about 18-inch deep cement pit with a live drain in the bottom that goes outside terminating at a small embankment. This is in case the tank has a major leak and the water has somewhere to go.

Yep, problem has been solved for now. But the future replacement and relocation are planned and in the works once the weather is bit better. Everything is tougher with cold, wind and snow. Even if the job is mostly inside. Thanks to all. And Happy New Year.
