Not necessarily .gov related, but I've had my share of customers issue multiple PO's to get around spending limits imposed by their accounting/management groups, any job over x dollars is considered a capital job and must be IN the budget.

So, a $20k job becomes 2 separate $10k jobs rolled up into one, with 2 differently numbered quotations and purchase orders, NOT IN the budget...
