However, mentorship can be life changing. The program provides mentorship.

The stipend is to ensure participation in the mentorship program. Otherwise, you'd never get these gangbangers to participate.

Most of these "kids of color" have multiple mentors today between the gang members and drug dealers they interact with. And I assure you, busting a cap in someone their drug dealer mentor tells them to is far more lucrative then collecting $300 a month. Though as screwed up as SF is, most of these "youths" should be able to collect this stipend while busting caps into the drug dealer mentor's competition.

What is the clearance rate in SF on shootings? I’m betting it’s fairly low. If you think about it, what this really amounts to is $300 per shooting where the shooter remains unidentified.
