Comey had no morals or character of high integrity and we all suspected it and this confirms it.

He knew what he did violated policies and there's no wish about that. But keep in mind the IG was only asked to investigate the memos. That's it and based on the statutory language, Comey leaked nothing that was classified. He gave memos to people and told them to leak and he could have leaked directly to the NYT but his approach skirted a technical reading of the law. Very calculated to head off a criminal case against him.

This report is not the FISA warrant report. That's coming and that will be the big one where you may see criminal charges against a number of people.

I never thought the IG report would lead to criminal charges but it does confirm that Comey has no morals or regard for the law and he was working on taking down a sitting president.

It would be unfathomable to think that Brennan, clapper and senior WH staff under BHO, if not BHO, were actively in the loop and participating.

Curiously, I don't think Hillary was since she's smart enough to know that if Trump were removed, Pence moves up and she still isn't the president.

Not just 'connected', but only connected to the left.

With McCabe people are saying "but all his years of faithful service"...didn't seem to help Gen. Flynn out at all. He was charged almost immediately after his interview even though those doing the interview didn't believe he was lying on purpose. Been about a year and a half for McCabe and still nothing. All by design. Flynn was connected to the right, McCabe to the left. And the FBI/DOJ is full of American hating leftists so McCabe gets a pass.

All the headlines about how much of a "bad actor" Comey was are absolutely meaningless. So what? How is he going to suffer from this report? What will the consequences of his actions be? What message is being sent that these actions will not be tolerated? Once again the IG report is as worthless as the paper it is written on. Just like the IG report on the Hillary investigation, the IG report on McCabe, and when the IG report on the FISA abuse comes out it too will be worthless.

Without repercussions rules, policies, and indeed laws are utterly useless. A 'finger wagging' buy a nutless IG (and DOJ) and a few bad words on Twitter aren't going to do anything to reign in the lawlessness this country is seeing at the highest levels.

It is important to look at the Report Introduction to understand the limited scope of the report.

The only thing investigated was “certain memoranda” (Memos 1-7).
This was unlike the Mueller led investigation where other loose threads were pulled and followed.


I. Introduction

This report describes the investigation by the Department of Justice (DOJ or Department) Office of the Inspector General (OIG) into the creation, storage, and handling of certain memoranda (Memos) written by former Federal Bureau of Investigation (FBI) Director James B. Comey........

.......The focus of the OIG's investigation was to determine whether Comey violated Department or FBI policies, or the terms of his FBI Employment Agreement, in his handling of the Memos during and after his tenure as FBI Director........

.......Upon completing our investigation, pursuant to Section 4(d) of the Inspector General Act of 1978, the OIG provided a copy of its factual findings to the Department for a prosecutorial decision regarding Comey's conduct. See 5 U.S.C.A. App. 3 § 4(d) (2016).

After reviewing the matter, the Department declined prosecution. Thereafter, we prepared this report to consider whether Comey’s actions violated Department or FBI policy, or the terms of Comey’s FBI Employment Agreement. As described in this report, we conclude that Comey’s retention, handling, and dissemination of certain Memos violated Department and FBI policies, and his FBI Employment Agreement.

The Federal Criminal Code contains statutes addressing the mishandling or release of classified information.

For example, 18 U.S.C. §§ 793(d) and (f) are felony statutes regarding the mishandling of classified information relating to the national defense.

Title 18 U.S.C. § 793(d) applies to individuals who have authorized access to such information, and willfully communicate, deliver, or transmit it, or cause it to be communicated, delivered, or transmitted to individuals who are not entitled to receive it.

Section 793(f)(1) addresses the removal, delivery, loss, theft, abstraction, or destruction of such information through gross negligence of the individual entrusted with it.

Section 793(f)(2) penalizes the failure to report the removal, loss, theft, abstraction or destruction of information relating to the national defense if an individual has knowledge that it has been removed from its proper place of custody.

As indicated above, the OIG provided a copy of its factual findings to the Department for a prosecutorial decision. After reviewing the matter, the Department declined prosecution.

James Comey Leaked Classified Information, Violated FBI Policies

Department of Justice declines to prosecute former FBI Director James Comey for leaks of classified information

Former FBI Director James Comey leaked classified information to his attorneys and violated Department of Justice policies guiding the retention, handling, and dissemination of government documents, according to a report released on Aug. 29 by Department of Justice Inspector General Michael Horowitz.

At one point during the two-year investigation, Horowitz determined that Comey leaked classified information and referred the matter to the Department of Justice (DOJ), which declined prosecution. The DOJ declined to say when the decision was made.

After the DOJ declined prosecution, Horowitz continued the investigation to determine whether Comey violated department and FBI policies.

“We conclude that Comey’s retention, handling, and dissemination of certain Memos violated Department and FBI policies, and his FBI Employment Agreement,” the report states.

Comey wrote seven memos as a record of his conversations with Donald Trump before and after Trump’s inauguration.

When Trump fired Comey on May 9, 2017, Comey leaked one memo to The New York Times through his friend and personal attorney, Daniel Richman. Comey claims to have leaked the memo in an attempt to force the appointment of a special counsel. The day after The New York Times published an article based on the memo, Deputy Attorney General Rod Rosenstein appointed special counsel Robert Mueller.

The inspector general found that Comey didn’t disclose any classified information to the media. Horowitz did determine that a portion of one of the four memos Comey gave to his lawyers contained information classified at the confidential level.

Horowitz delivered a scathing rebuke to Comey in the conclusion of the report, finding that
Comey’s retention, handling, and dissemination of certain Memos violated Department and FBI policies, and his FBI Employment Agreement.

“By not safeguarding sensitive information obtained during the course of his FBI employment, and by using it to create public pressure for official action, Comey set a dangerous example for the over 35,000 current FBI employees—and the many thousands more former FBI employees— who similarly have access to or knowledge of non-public information,” the report states.

Comey issued a response on Twitter, quoting a portion of the report which dealt with whether Comey violated federal law concerning the disclosure of classified information.

“DOJ IG ‘found no evidence that Comey or his attorneys released any of the classified information contained in any of the memos to members of the media,’” Comey wrote. “I don’t need a public apology from those who defamed me, but a quick message with a ‘sorry we lied about you’ would be nice.”

“And to all those who’ve spent two years talking about me ‘going to jail’ or being a ‘liar and a leaker’—ask yourselves why you still trust people who gave you bad info for so long, including the president.”

Comey wrote seven memos between Jan. 6 and April 11, 2016. He kept the second, fourth, sixth, and seventh memos in a personal safe at his home and the three other memos at the FBI. The inspector general determined that Comey violated department policies when he failed to surrender the memos to the FBI after he was fired. The former FBI director also breached policy when he failed to notify the bureau that he disclosed the documents to his lawyers.

Comey first leaked information to Richman shortly after he was fired on May 9, 2017. Richman admitted being the source for the May 11, 2017, article by The New York Times about Trump asking Comey for his loyalty. Days later, on May 16, 2017, Comey sent a digital photo of the fourth memo to Richman and instructed Richman to provide the photo to a New York Times reporter. The memo contained Trump’s asking Comey about “letting Flynn go.” On May 17, Rosenstein appointed Mueller.

The special counsel then embarked on a 22-month investigation, which finished earlier this year. Mueller concluded that neither Trump nor anyone in his campaign colluded with Russia. Attorney General William Barr determined there was insufficient evidence to bring an obstruction of justice charge against

the president. “Because Comey shamefully leaked information to the press—in blatant violation of FBI policies—the Nation was forced to endure the baseless politically motivated, two-year witch hunt. Comey disgraced himself and his office to further a personal political agenda, and this report further confirms that fact,” the White House press secretary said in a statement.

Rep. Doug Collins (R-Ga.) said that the DOJ IG’s findings further cement “the need for us to get to the root of how the Russia investigation began.”

“It’s time to restore Americans’ confidence that federal law enforcement is committed to justice and free from political gamesmanship,” Collins said in a statement.

“This report confirms that James Comey violated the FBI’s own standards of conduct and was dishonest about how he handled classified material.”

Horowitz noted that Comey departed from his own guidance in sharing the memos, pointing to Comey’s testimony before the House Permanent Select Committee on Intelligence. Comey was reluctant to share details with the committee on March 20, 2017, about the bureau’s ongoing Russian interference investigation. He told lawmakers that “the FBI is very careful in how we handle information about our cases and about the people we are investigating.”

“Our ability to share details with the Congress and the American people is limited when those investigations are still open, which I hope makes sense,” Comey said. “We need to protect people’s privacy. ... We just cannot do our work well or fairly if we start talking about it while we’re doing it.”

The report faults Comey for leaking a memo to The New York Times two months after making that statement, even though the document contained information about an ongoing investigation into Flynn and, as Comey admitted, evidence for a potential obstruction of justice investigation against Trump.

“We have previously faulted Comey for acting unilaterally and inconsistent with Department policy. Comey’s unauthorized disclosure of sensitive law enforcement information about the Flynn investigation merits similar criticism,” the inspector general stated.

“Comey had several other lawful options available to him to advocate for the appointment of a Special Counsel, which he told us was his goal in making the disclosure. What was not permitted was the unauthorized disclosure of sensitive investigative information, obtained during the course of FBI

employment, in order to achieve a personally desired outcome.”

According to the report, during the course of the investigation, some of Comey’s close advisers used words like “surprised,” “stunned,” “shocked,” and “disappointment” when they learned what Comey had done.

The DOJ IG referred the findings to the DOJ Office of Professional Responsibility to determine if any action is necessary. The Justice Department declined to comment.

“The Inspector General’s report is a stunning and unprecedented rebuke of a former Director of the FBI,” Sen. Charles Grassley (R-Iowa) said in a statement.

“This is the first of what I expect will be several more ugly and damning rebukes of senior DOJ and FBI officials regarding their actions and biases toward the Trump campaign of 2016.”

Trump, who has previously called Comey “a liar,” “a leaker,” and “a disgrace to the FBI,” commented on the inspector general’s report on Aug. 29.

“Perhaps never in the history of our Country has someone been more thoroughly disgraced and excoriated than James Comey in the just released Inspector General’s Report,” Trump wrote on Twitter. “He should be ashamed of himself!”

On this, I couldn't disagree with the President more. Comey shouldn't be "ashamed" (he obviously doesn't feel anything is fundamentally wrong with violating his oath of office)), he should be prosecuted for these crimes. Mad

I had higher hopes for Barr and his group to do the right thing. But my trust has been once again shattered.

The only justice the people will ever get in this country is if they take it themselves. The Department of Just Us has failed 'we the people' yet again

how much longer do we need to hold out hope that Slo Lerner, Susan Rice, Holder, Strozk and Page, Clapper, Brennan, Clinton and others will ever be given justice.

Reading the tea leaves right now, its OK to stage a coup to overthrow the government. Its OK to be a traitor to your country. Its OK to abuse power in this country. Its OK to destroy people or try to ruin them with lies in this country.

Tell me I'm wrong. I'd like to have some hope, but I just don't see anything happening.

Piggy-backing on your post...it's OK to leak classified information to foreign governments. It's OK to engage in shady business deals with foreign powers to enrich your own pockets (Uranium One Deal). It's OK to ship pallet-loads of American Currency to Iran in exchange for Lord know what.

But just try, as an ordinary citizen, to J-walk and you'll get thrown down, curb stomped, and put into thumb screws.

Every night same thing, shocking news, damning report, justice is about to be unleashed.

After nearly three years, he should realize that his news of justice being just around the corner is just as much fake news as the fake news channels.

I don’t see any evidence that Justice will be servered.

I know, tiresome to hear. But, it's not his fault that the swamp creatures want to protect their own. He simply reported the findings, hoping something will happen to the maggots. He even repeatedly admitted that there is no equal justice under the law here.

That's what a guest on Fox pointed out earlier today. This leak - while still illegal - is minor compared to the shitstorm - and criminal charges - that should follow release of the IG report on the FISA warrants.
