Totally...isnt that what the 14th amendment protects, and pretty much serves as the basis for the entire civil rights movement?

Likely just high profile virtue signaling from Queen Andy.

I'm not thinking this will stand up in a court of law. A State government cannot provide a service or products to a group of people based on race.

You would think. Before "affirmative action" that was true.
Now, hiring decisions and who gets into the college of their choice are based on race.

If he's declaring that “health care is a basic human right” and that the State government will provide it to a group of people based on race... does that mean that other races aren't equally entitled to "a basic human right”?

I'm not a lawyer, but I was always under the understanding that AA dealt more with contract, employment, and education as a means to increase diversity. For example, none of this items directly deal with giving an asset to another race, but improve the ability to get an item.

AA's impact on jobs often favored non-caucasians if the employer was a public institution, regardless of current racial makeup of the employer.

For contracts, it is still very much going on with Cities, Counties, and States - and they make it clear that they prefer minority, woman, or veteran owned firms.

In education, AA was used to diversity the student body. Unfortunately this has not worked out as well, because Universities are judged on acceptance, ability to graduate, and job placements. As colleges grew, they naturally accepted more people (from all races), and yet dropout rate has increased (for all races except asian).

The current proposal differs because it is awarding a good or service with no remuneration, whereas with a job, you work for pay; with a contract, you perform a service for remuneration, and with education, AA was the door to enter the facility.

What was said by the Governor equates to: we will give you free housing if you are x race, you can get food stamps regardless of income if you are x race, we will pay all expenses of an education if you are x race, and we will give you a contract, but you don't have to do the work if you are x race.

It's pandering for votes, or buying votes with other people's money.
But, many black people are learning that this is "the soft bigotry of low expectations".
It creates a permanent underclass and effectively makes blacks slaves to the Democrat party.

So he won't ensure that all those poor hillbillies in the KY mountains have healthcare? Like the places where there is true, abject poverty and no access to governmental services? He wouldn't discriminate against poor white folk, would he?

Kentucky is the land of my ancestors and I spent lots of time there growing up. Hard to believe the situation there now.

Queen Andy is under immense pressure from the home office to deliver McConnell’s seat to the left.

He’s desperate to say or do anything to make this happen. He’s turned on teachers, he’s turned on cops, and now he’s pandering to another group that he will turn on when it suits him.

Kentucky is disposable to him. Sad part is that some will slide right into submission because he’s doing it nicely.
