Now, he just wants a commitment that NATO will stop trying to expand. Russia Presents Ukraine with “Term Sheets” for Cessation of Hostilities and Ceasefire – Last week Ukraine presented President Donald Trump with their “term sheets,” what they require in order to accept a ceasefire. Today in Istanbul, Turkey, the Russian Federation presented the Ukraine delegation, and likely a transmission to the White House, with the Russian “term sheets.” This further clarifies the content of the significant meetings this afternoon in the White House, where President Trump assembled his “military leadership” and likely foreign policy team. Vladimir Medinsky, the head of the Russian delegation at the talks in Istanbul, said Russia is offering Kyiv a temporary ceasefire. Medinsky said that Russia has prepared a two-part “memorandum” proposing a ceasefire and ending the war it started. The second part of the “memorandum” provides for “variability” and “several paths”, he said. Here are the two primary parts of the Russian terms: Section 1 “Settlement of Crisis”, and Section 2 “Terms for Ceasefire”. It should also be noted, the lack of a severe response by Russian President Vladimir Putin to yesterday’s attack on Russian air force bases likely indicates President Putin has what he wants. Zelensky does not want peace: Zelensky Says More Russia Talks 'Pointless' With Current Delegations Ukraine's President Volodymyr Zelensky said Wednesday that to continue peace talks in Istanbul between Ukraine and Russia with the current delegations is senseless, and he has again called for talks with Vladimir Putin, after complaining that the Russian leader is sending junior officials who have no decision-making capacity. "We are ready for exchanges, but to continue diplomatic meetings in Istanbul at a level that does not solve anything further, I think, is pointless," Zelensky said at a press conference, referring to the latest prisoner of war (POW) swaps. He had described just after the Monday Istanbul meeting that the delegations “exchanged documents through the Turkish side, and we are preparing a new release of prisoners of the war." They agreed to another large prisoner swap, but little else, as the Russian side has continued to press demands that Ukraine forces leave the four eastern territories annexed by Russia. But it's what preceded the talks which speaks the loudest, as Ukraine launched its 'Operation Spider's Web' deep inside Russian territory, taking out many Russian aircraft including long-range strategic bombers in what was arguably Ukraine's most successful and brazen cross-border operation to day. Over the weekend, three bridges in Russia's south were also blown up in suspected Ukrainian sabotage operations, which left trains derailed, and killed at least seven people. Following that, on Tuesday underwater explosives damaged and briefly crippled Kerch Bridge in what Ukrainian media is calling a 'message to Putin'. So clearly by the looks of it, Ukraine doesn't seem too interested in being at the negotiating table, after complaining that it won't cede to pressure from Washington on giving up territory. The timing of Sunday's huge drone operation strongly points to Zelensky's desire to come up with greater leverage before serious negotiations are had. For now it seems Kiev wants to sabotage the Istanbul process, while rejecting Trump efforts for a hasty settlement. For both rounds of talks, Putin had tapped his aide and former culture minister Vladimir Medinsky to lead. From the start many Western analysts claimed this was an 'insult' given that it is not someone more senior. Medinsky, it should be remembered, oversaw the failed 2022 peace talks with Kiev in the weeks after the February invasion. I would go so far as to say it’s been apparent for some time, and now we’re getting to the point where it cannot be denied. He has sabotaged or outright rejected every attempt so far to end the war. Before I read the article Carpentermaas posted, my first thought in response to the drone attack was "sounds like 'Vengeance' weapons and how futile those wound up being in the end." Anything to keep poking the bear, I suppose. As soon as the war ends, his number is up. At the absolute least, he won’t be president any longer, and I doubt very much that he’ll be welcome anywhere in his own country. Major General Christian Freuding said NATO's European members plus Canada had already exceeded the estimated $20 billion worth of U.S. military aid provided last year to Kyiv. They accounted for around 60% of the total costs borne by the Western allies, he said. "The war against Ukraine is raging on our continent, it is also being waged against the European security order. If the political will is there, then the means will also be there to largely compensate for the American support," Freuding said in an interview. Ukraine continues to receive weapons deliveries approved by former U.S. President Joe Biden. It is unclear, however, whether his successor Donald Trump will sign off on any new supplies - or allow third countries to purchase U.S. weapons for Kyiv. Asked how long the Biden-approved deliveries will sustain Kyiv, Freuding said this depended on logistical processes as well as the speed at which Ukraine burns through arms and ammunition, but that the summer seemed a realistic estimate. "How the American government handles further requests for military support for Ukraine is unclear at the moment. We can't say anything about that," he added. "In general, the U.S. has a great interest in boosting its own defence industry. I make the cautious assumption that at least purchasing U.S. defence goods, and delivering them to Ukraine, will be possible." RUSSIAN REARMAMENT Addressing the potential threat that Russia might pose beyond Ukraine, Freuding said Moscow had a clear plan to reconstitute and grow its military, and was expected to succeed in efforts to double its land forces to 1.5 million by 2026. "They are recruiting significantly more personnel than they need as replacements for the war in Ukraine. They are producing surplus stocks of ammunition, in particular, which they are 'putting on store'". Freuding said Russia was also ramping up its military infrastructure, especially in its western military district bordering new NATO member Finland. Any ceasefire in Ukraine could allow Russia to accelerate its rearmament efforts ahead of a possible large-scale attack on NATO territory, he said. The alliance currently believes this could occur from 2029. "Of course, a ceasefire could change the threat situation," Freuding said. Russia denies planning to attack NATO and says it is waging a "special military operation" in Ukraine to protect its own security against what it casts as an aggressive, hostile West. Germany has provided a total of 38 billion euros ($43 billion) in military aid to Ukraine, including funds earmarked for the coming years, making it the second largest donor after the United States, the defence ministry in Berlin says. Freuding said he was not aware of the Trump administration having endorsed any U.S. arms deliveries to Kyiv paid for by third countries. Still, making up for certain crucial parts of U.S. military support to Ukraine would pose significant challenges to Europe. Listing capabilities that would be hard for Europeans to replace, Freuding cited U.S. intelligence, surveillance and reconnaissance (ISR) data, air defence systems like Patriot and spare parts for U.S. weapons.
