I don't get the "agree to do this" stuff. It seems more like a game than a war. Blow up whatever you have to, either side should have a plan to win it.
Why this is dragged out is beyond me, only thing I can think of is someone is profiting from it being dragged out. Who or what it is needs to be found out, where is the money going.
