Misleading title is misleading. There are plenty of freaks who get actual surgery to make themselves look like someone or something else. At best, this guy is just a furry.

Imagine not knowing this is a Japanese guy in a dog costume and seeing that pawing at your sliding glass door. Am I the only one here who would think seriously about shooting it? I can't be. At first glance, it looks just enough like a real dog that's really fucked up. That poor guy is gonna get hurt going out in public in that costume. We have social mores for a reason. There's reasons people don't do stuff like this: because it's fucking weird, and even if nothing tragic happens to this guy, his life is already a tragedy if he's doing this. I really do feel bad for him, he's got some screws loose and some wires crossed. But you can't say that anymore, we gotta celebrate this nutflake and congratulate him on his bravery... for dressing up in a dog suit and going out in public.

Internally, they'd punish the uninvolved (e.g. vendors and middle management) and reward the guilty
