I understand why you posted this and why it is a topic of interest. But can you show us where the word “discomfort” appears in that Bill? I’m not seeing it anywhere. I may be missing it. If it’s not in there, the thread title is a bit misleading.
So when does this new law go into effect? Because every single time wretched Gretchen opens her mouth I feel threatened, either financially or about my personal liberty.
I've stopped counting.

Yeah, forget about recall or waiting until an election. If everybody who felt like you in the State filed a "I feel threatened" complaint, how would the "authorities" react? Be interesting to see, anyway.
Perhaps we could get a MI attorney to weigh in on the wording of such, and the proper way to file?

Idiots voted for Whitmer. Then re-elected her. The failed recall effort was disappointing. She has big plans nationally (named to Bidens re-election team) so her BS can spread beyond Michigan. Kinda surprised she has not tried to run for President. During her Covid lockdown (which she personally ignored), there were signs in peoples yards that read: "Thank you, Gov. Whitmer for saving our lives".

As of now, it has only been passed by the House. So it still has to be passed by the Senate, and then signed by the Governor, to become law. Bill progress is available here:
Regarding architecht's question, the definition of "intimidate" in the Bill requires repeated or continuing harassment, so a single statement won't do. Also, it contains a "reasonable person" standard, so it can't just be the complainant saying that they feel intimidated. It has to be conduct that would actually intimidate a reasonable person.
Of course, like all criminal statutes, each local prosecutor is the primary arbiter of whether there is probable cause to bring charges.
And are these "reasonable people" making the decision on what is threatening the same people who voted in these clowns? So unreasonable idiots will decide what is reasonable.
I am happy I moved out of this continuing to decline state.
