Yeah, it's definitely something that is a thing now. Mostly it's guys who like the idea of a fanny pack but don't have the balls to wear it like one around their hips. And I'm one of them. Yup, guilty. But I use it essentially just for the gym as my gym bag. Mine is a Maxpedition Octa Versipack. It just holds everything I need for the gym without being a bulky backpack or other type gym bag.
When I'm snowboarding or skiing however I do wear it like a fanny pack around my hip. So there you go.

I've seen if occasionally. I don't really give it a 2nd look. I could see if my kid was still young enough to need a diaper or something using it as a quick diaper bag. Maybe a make shift chest rig for a pistol if you are in board shorts. But otherwise I don't carry enough stuff to need one.

My son and his friends were doing this in college a few years back, they still do. The occasions I use one, it is still around the waist . I mostly carry a Maxpedition Fatboy Versipak anyways.

I'm guilty of this. If I have a pistol in the pack, say a sig P229 in .40, the pack can become quite heavy. It feels better wearing it cross body. I only do this when inner waistband is not possible. I also wear overalls sometimes, which if you haven't worn a pair, you are missing out. It's difficult to IWB carry wearing overalls.
Walking around Philly yesterday and noticed a lot of people, mostly men, with fanny packs across their torso. I stuck with a tiny camelback holding my water and spare mags. Guns stayed on me.
I wear one, sometimes around my waist and sometimes around my torso. Great for those times when you are wearing workout shorts and need a place for phone, keys, wallet, etc.
It's comfortable and functional to me. Don't give a shit who thinks it's outdated.
Yeah, it's not that new. Been a thing for several years now. Used to be predominately among the young 20-something crowd and mostly in Europe/Asia, but seems to have crept out of that age range and across the ponds.
And while not a fanny pack specifically, and for a different purpose, I'm sure you recall the period in the mid/late 2000s that you couldn't go anywhere without seeing at least one Tactical Timmy wannabe-mideast-contractor with one of those Maxpedition-style "tactical gun purses" slung across their chest, to complement their Sheepdog hat, desert boots, and 5.11 cargo pants.

I’ve got one of those Timmy tactical bags. Mine is royal blue and yellow. Tactical monkey guy is wearing wrong to my eye. The beauty of those single strap “backpacks” is that you wear it as a backpack but when you want to get something out of it you slide it up front for retrieval. Also when you sit down somewhere you slide it up front so you never have to take it off. I use mine quite a bit. Not a fan of the fanny pack thing mainly because the “backpack sling” I’m describing does everything better plus works as a backpack 90% of the time.
Mine is a Patagonia Atom but Maxpedition makes a bunch as do almost everybody.
The fanny pack as a sling is too limiting to me and I would never wear it as a fanny pack but I would wear it that way before I would as a fanny pack.
