It's been awhile but you can pick and choose in Army or even choose none. Not that getting dressed in your A's is an everyday thing in the Guard but if I were a young NCO I would make sure my team, squad, platoon knew they did not have to wear that piece of garbage. |

Yup, on one hand, participation and good conduct awards are a major chunk of military awards. You showed up, kept your nose clean, was a team player, bingo! you get recognized with 3-4 awards. This particular 'award' however has a stench with it; did Hurricane Katrina or Harvey have a unique award created? . Not sure how such things get approved but, its a politically driven tool designed to mark those who 'helped support democracy' ...for a domestic-political event. I would not wear it should it be awarded. My understanding serving in NG, there's very, very few events where class-A or B is required, little chance this award shows up on someones chest...unless they're proud of it  . |

Well if that is one of your top three ribbons, you're doing something wrong or, you've been in for less than three years. Plus, other than an AH (typically an E-7 (not to be confused with a Chief  ) or boot ensign who hasn't interacted much with a Chief), no one is going to determine if you're not wearing that ribbon.
