This stuff is good, has a bit more horseradish in it than Arby's so you may want to use slightly less than you would Arby's.

I think you could mix 1/2 and 1/2 mayo and miracle whip with a little well-drained prepared horseradish and get really close.

It's a purely Mid-Atlantic thing nowadays but: Roy Rogers Restaurant Horseradish Sauce. Can't find on-line who makes it for them, but this thread has me craving a roast beef and cheese sandwich. I may stop at my local Roy's later this week, will ask.
ETA: Went to my local Roy Rogers place for lunch just now; roast beef sandwich, of course. Fellow taking my order didn't know who made their horsey sauce, as it comes in bulk. I’ve wrapped up my search for for an Arby’s Horsey Sauce stand-in. To get my tastebuds calibrated I bought an Arby’s sandwich, and scored 8 extra packets of the real stuff. For my comparo, I tasted the sauces neat – the most accurate way. The winner was Beano’s Heavenly Horse Radish Sauce.
Beaver Horseradish Sauce was in second place, similarity-wise, but it tasted so good (to me) that it might displace Arby’s as my favorite.
I didn’t really like any of the others. Here are the contenders, in alphabetical order:
Arby’s Horsey Sauce * Taste is exactly like Arby’s * Taste is excellent * Heat: 3/10
Beano’s Heavenly Horse Radish Sauce * Taste is very similar to Arby’s but zippier. Also the same texture (utterly smooth) * Taste is excellent * Heat: 5/10
Beaver Cream Horseradish * Heat: Too hot for me.
Beaver Horseradish Sauce * Taste is similar to Arby’s * Taste is excellent. * Heat: 4/10
Heinz Premium Horseradish * Taste is different than Arby’s * I didn’t like its sweet-sour taste * Heat: 4/10
Inglehoffer Cream Style Horseradish * Heat: Too hot for me.
Kraft Horseradish Sauce * Taste is different than Arby’s * I didn’t like its sweet-sour taste * Heat: 4/10
Thumann’s Creamy Horseradish * Taste is much different than Arby’s * Taste is mediocre * Heat: 2/10
A final note: I’ve just discovered that Beaver DELI Horseradish Sauce exists. I haven’t tried it yet, but I’ll have to do so.

^^Thanks for the info! I noted yesterday that the grocery store within easy walking distance of me has the Beaver and Beano sauces as well as Inglehoffer, etc. Will know which ones to reach for on the next trip.

I found another horseradish sauce that’s quite good: Manischewitz.
It has good flavor, and it’s mild enough that I can put lots of it on. That description also applies to Beaver brand “Deli” horseradish sauce (my current favorite). But the Manischewitz has a very distinctive taste. The first two items in its ingredients list: “cottonseed oil” and “passover vinegar”. I haven’t seen either of those ingredients in any other horseradish sauce, so they likely account for its distinctive taste.
The Manischewitz is challenging the Beaver for “favorite” status.

By George! I found a squeezable jar of Arby’s Horsey Sauce in one of my groceries today. I hadn’t seen any for years. $4.99 for a 16 ounce jar. Very tasty, but milder than most horseradish offerings.

So I had a delicious roast beef sandwich today. Well – actually tri-tip, which tends to be a bit chewy, but my cooktop pressure cooker tenderized it nicely. Dang, it was good!

Same here in West Michigan. It's almost like they responded to Pipe Smoker's original post. I didn't grab a bottle but I did grab a chik-fil-a bottle of original sauce. I'm not sure why because I've got pro'lly a dozen packets in the fridge.
