Sounds like it only took him about 10-12 days to turn around and come back, so yeah kicking him across the border doesn't sound like a way to get rid of his boom-a-rang a$$. Why waste time and money on existing, drawn-out legal remedies? I would just issue him a "restive movement" citation: i.e. an M193, through each knee - back to front from 5', a court appearance date six months hence, and leave him where he is apprehended.
