U.S. Virgin Islands Gov. Kenneth Mapp signed an emergency order allowing the seizure of private guns, ammunition, explosives and property the National Guard may need to respond to Hurricane Irma.
Mapp signed the order Monday in preparation for Hurricane Irma. The order allows the Adjutant General of the Virgin Islands to seize private property they believe necessary to protect the islands, subject to approval by the territory’s Justice Department.
Mapp issued an emergency declaration Tuesday and mobilized National Guard units to prepare for the massive storm.

They do not have one. As of early 2017, the territory still did not have its own constitution. Little has been achieved on this front since 2009 when a proposed constitution was contested by the U.S. Justice Department on the grounds that the powers sought exceeded what would be considered allowable under territorial status.

PGTThis is likely related to a military element performing police actions, per Title restrictions (i.e. Posse Comitatus), not door-to-door confiscations.

The Virgin Islands are US territory but apparently the US Constitution does not apply there
