Didn't look like a bowline to me either. I tend to not use bowlines unless they will be under load. They are great for being able to be untied easily after being loaded heavily. That same property also makes them prone to coming undone if they are not under load. So it's not a knot I would have used for something that would just be hanging there, unloaded, jostled regularly and swinging in the wind.
I would have used an overhand loop, figure-8 loop, or some sort of grapevine knot (although the latter would take longer to tie, so likely would not have been done by an installer in a hurry). All of these are non-slip knots, unlike a noose, which will tighten under load.
I'm not a sailor, but I was an avid climber and canyoneer, so I do know more than my fair share of knots.

25 years of calling on body shops and NASCR shops, can’t count the number of bay doors I’ve opened and closed using a knotted rope or a chain with a sprocket and never once did a thought of lynching anyone cross my mind.
In 25 years, I never heard a shop owner or any employee of any shop associate a rope or chain to a noose or lynching of a damn thing, 25 years. Nothing, Zero. America has turned candy ass.

Geezus....it's a F'ing knot/loop in a rope used to pull down garage doors and found on dozens of those doors at the track. It WAS NOT A NOOSE!!! Many of the people worried about it (not all) seem intent on finding a way to claim "well....it could be taken for a noose" so he was rightly concerned. Well first off....he said that he never saw it and now has doubled down claiming it was a noose for sure. How the hell does he know if he never saw it so he is telling a lie either way. no one knew that he would be assigned that stall to begin with as well. This has become a country full of candy assed snowflakes just looking for ways to be offended.

Even a kid coming out of Autobody class has seen & used a rope with or with knots or a GD loop at the end. What kind of shop employee hasn’t seen such?
A stupid ass dummy looking for BS caused this. Only to be followed by ass kissing,opportunistic, pandering, politicians.
Ps. You have to knot the rope or it will fray. A loop looks classy but can pose a danger of a caught hand. I always preferred using a knot. Just let go & you’re free. Back to isolation.
