In this there were only 3 to 4 shots fired, that cutting it close but enough.
Did a bit of searching and the shooter was a U of PA Security Officer. There were also camera recordings of the incident now under review.

I'm not sure, but I think that might have something to do with the fact that the thugs were all minors.

Woodman Not a happy development. PHILADELPHIA (CBS) — The Philadelphia District Attorney’s Office has announced charges against a security guard who shot three teens on a SEPTA bus last month. Brandon Ferguson, 24, was arrested Tuesday morning on the 2800 block of Levick Street.
The shooting happened just after 1 a.m. on April 16 on the Route 58 bus at Bustleton Avenue and St. Vincent Street in Oxford Circle.
According to police, Ferguson claimed he was attacked by the teens and opened fire.
Police say the teens, ages 17, 16 and 15, were shot in the legs and taken to the hospital in stable condition.
Authorities say a female bus passenger was also injured in the incident.
Ferguson has been charged four counts of Aggravated Assault, four counts of Simple Assault, and four counts of Recklessly Endangering Another Person.

They crossed the Delaware bridges and moved to NJ bringing their politics with them and turned the S Jersey from Red to Blue.So now between metro Philly and the N Jersey metropolis NJ in the small sq miles tilted the entire state Blue, by sheer numbers. gearhoundsI don’t know anything about the reliability of the source, but it’s claimed that video surveillance indicates the security guard started the fight that led to the shooting which is bad news for him on this.
