Hire bad people get bad results. I've said a thousand times here, ONLY good people should be hired for LEO positions without exception. That means decision makers in some LEO depts are absoultely god awful fucking fubar stupid. Apparently the hiring decision makers in this case really don't see any problem putting guns in the hands of 3-year olds, which is exactly what they did here. God damn this fucking burns me up.

Hiring stupid or immature people usually becomes very expensive over time. Either they shoot someone they should not, get the city be sued, or cause some sort of other mahem.

She couldn't have joined the Army at 16. You have to be 17 with parents' permission, or 18 otherwise.

But something like Active/Reserve/Guard for 4 and then Reserve/Guard + Cop for 2 is a possibility.

Or it also could be fuzzy math to get nice round numbers for the news report, if she spent something like ~5.5 years active Army and then ~1.5 years in LE, plus she joined the Army just prior to turning 18 and/or she was just about to turn 25.

so 1AM. the 2 male cops are on duty.
she is married to another cop who is also on duty elsewhere in town and decides its a good idea to drive over to the on duty male's house ?

Exactly. As others have said, none of this passes the smell test.
Right now, the basic storyline is that these three people had a compelling urge to meet one another at 1am to play russian roulette. Are they kidding? There is no stinking way that anything in the cop's confession is true.
Premeditated murder sounds more likely to me.

The story stinks to high heaven.

One of the many things I've found to be true in two decades of investigating violent crimes: A witness who tells a story about seeing everything that leads up to the event, but then walks out of the room just as The Big Bad Thing happens, is usually lying.

I believe one of 2 things may have happened here. A lover's triangle that went sour or "Man, I shot her. I don't know what to do" followed by "We can't get you out of it, but maybe we can make it sound like an accident. Negligent is better than Murder 2." Either way, that "witness" needs to be looked in to.

Her mom signed for her when she was 17, and there is a bit of rounding

As do everybody's phone records, text messages, e-mails, etc. If there was something else going on there should be evidence in one of those places.

An example of insanity, doing the same stupid things and getting the same stupid results, and spending OPM to carry it out. The hiring system is clearly flawed and based on the hires in this story it will continue because the hiring morons are probably still in charge. Corruption doesn't care about abuse of OPM.
